Yes you can by moving the Sims 4 folder to the new location then creating a symbolic link back to the default Documents > Electronic Arts location. It's not as easy as drag and drop and involves using the command line both for creating the symlink and reversing it if necessary.

Thank you. How would I go about doing it? I idiotically moved by games to my Dropbox account as I have 2 TB but now when ai click play nothing seems to happen.

You need to be aware that creating symlinks can cause problems if not done properly. Using the command line should always be treated with caution.
