If you use mods, try removing them and see if the issue remains.

I took my whole mod folder out, clear cache, repaired the game, and still having the same issue. I definitely think it's the game pack.

GlitchySimmerJen The missing or blank descriptions is usually a sign of an incomplete installation. Most times it will work the first time however, not always. So, run another repair. And possibly a third. I have had to do that a time or two.
Another thing you should do is to start a new game with your mods and CC out of the game. See if it happens then. If it doesn't then it's most likely a mod or CC issue meaning, you'll have to test both mods and CC to find the problem.
Finally, check the world screen to see if you have two Evergreen Harbors. That does happen sometimes. When that happens, one world is usually playable, and the other is not. If you do have that, then you can find how to fix it here: World appears twice on World Map – Crinrict's Sims 4 Help Blog

CGrant56so I removed the mod folder, repaired the game again, then started a new game. In the new game the world is functional…but in my other two saves, it is not. Added back the mod folder, restarted the game, same as above. New game world is functional, other two saves no deal. I like to point this out as well, the two saves where it’s not functional, originally they were linked until I split them. So there is that. I mean, I can deleted those two files…not doing too much with them and they’re saved in my gallery l, and start a new game with each…thoughts?
