Can only get promotion tasks if use Sim Story

Hello!

I have a 100% fresh install of the base game—no mods, no packs, no custom content, literally just downloaded the game two days ago—and if I make a sim using the sim story, getting a career in the sims panel, I get promotion tasks. If I attempt anything custom, only getting a career once moved into a place in-game, then I do not get promotional tasks.

Also, the jobs only pay $1 if I try a custom career, but if it's from the sim story then I get the full amount. I also never seem to improve in performance with the custom career. 

I have tried:

• quitting and restarting the game
• repairing the game
• working from a clean game (same issue in new folder)
• quitting one career and starting another
• grabbing the same career as a sim story character

this issue has happened over like 5 different sims, across two game folders, and four different careers.

I have MacOS Monterey, M1 Pro chip
