@krae64825 this is done by choosing "disable NPC voting" in your Game Options to stop them being voted for. With that setting turned off, I just choose any NAPs I do want by just getting my current household to vote them in. I usually only choose the modernization NAPs for Evergreen Harbour to improve the environment but other than that I don't find them particularly useful.
There is a bug currently that will still produce a message telling you NAPs are being voted for but for me, it's just been a message. So you may find that message still appears occasionally in your notifications.
The only problem is that you can't cancel the NAPs already in force in your neighborhoods. You have to repeal them by getting your Sims in that neighborhood to collect repeal votes from neighbours. Depending on how many NAPs you already have, that can be a little time consuming. The Incredibly Friendly Reward Trait helps a lot with that endeavour, so does gift giving to get the other Sim on your side.
I had to repeal many NAPs with one Sim travelling to each neighborhood with a tent and befriending the neighbours. Some are so disruptive. I'm on console so I don't know if there is a mod for this.
Edit: incase you haven't done a repeal before, I should add that you do this via the mail box or community boards on the regular voting days fri-mon and you have until the Monday afternoon to gather your votes from neighbours.

Edit: I just found some cheats on Carl's Sims Guide. I don't think I can link it here and I haven't used cheats personally. So it's there if you want to take a look for yourself and decide whether to use them. I do find his guide extremely helpful.

I have always had the "enable NPC voting" and the "enable eco footprint" boxes unchecked, That should mean they are off right? Or is that not the same thing?
I shall try to repel them and see if anymore get voted in!

There's a bug thread here for players still having problems with NAPs turned off. I turned mine off after a short period of time when I started playing the pack, but I found that NAPs were maxed out in several places even though I hadn't played long enough for that to happen. I was super confused as to how it could happen because it should technically be impossible, without 4 voting sessions/4 Sim weeks needed to vote in 4 NAPs. I repealed them all but carried on getting a message saying they were still being voted in, but when I checked it seemed to be just a random notification and there were no new NAPs. So I think if you do repeal them and see if more are voted in then that will test if it's working as it should. Some of the players reporting on the bug thread are certain NAPs are still being voted in. Here's the link:

But I have had problems with Game Options/pack toggles not registering. We just had an issue with the Cottage Living animal ageing toggle being broken (now fixed) and the Get Famous fame toggle is currently broken for some players too. I also had some Eco Footprint problems, with it turned off, my game was behaving as if it was still on.- 2 years ago
