Can't click one outside world.

I'm playing a medieval save file so my sims in Henford On Begley have been bathing in the river. I just logged on after the update there is no longer an option to do so in fact u can't even click on the shallow side, I also cannot click on the ground outside my plot to make my sims walk there, I took my whole mods folder out and it has nothing to do with the mods. This was not happening before the update!
