Later update:
It's definately something about that particular build on that particular lot. I took a sim from a different household to fish from there, and it got... weird. the sim kept routing strangely and glitching out, but when I traveled to a different lot, everything was fine again.
At this point, I'm thinking something I grabbed from debug is causing the problem, and it's just a weirdness with the build. Might still be a bug, but it's low priority for me at this point.

If so, could you upload the building to the gallery ?
Okay, it is on the gallery as Reef Finery Bug Build under my EA ID - dawaterrat.
I loaded it in to a new save and boom, same problems.
