Can't place items on bookshelves - Sims 4 PC

Question

Playing Sims 4 on PC (64-bit), only the Laundry Day pack and no custom content. Trying to place Buy Mode items on Buy Mode shelves, but most items won't go on the shelves, even Clutter items. Most items just want to stay on the floor, even if they're obviously shelf items, such as small framed photos. Is it a bug, feature, or something I might be doing wrong?

@Ellamaniacal&nbsp;The framed photos you should be able to put on the wall. Is that not the case?

Some of them hang up just fine. Other small items, like some of the candles or little trinkets also won't go on a shelf. I have lots of shelves, but nothing that will go on them. No error messages or anything, just..... the item won't get off the floor, even with cheats.
