Other simmers that have had this issue, have posted that typing in the “bb.moveojects on” cheat before placing the room has helped them. Try doing that and see if that helps.
I always turn on that cheat before placing any lot or redecorating a lot. So it was already on and it still didn't place it saying the same message.
