Can't remove Port Promise Smog on Evergreen Harbor Overview map

Every location in Port Promise has a green footprint and the footprint for Port Promise itself is green, yet smog remains on the map. 

I played multiple lots in all the neighborhoods for several "weeks" of gameplay with the entire world in the Green for the entire time and yet the loading map still shows smog, as seen in the screenshot. 

How can I get the smog to go away (other than turning off the entire gameplay feature)?
