Child being taken due to neglect when not neglected

my sim's kid is being taken away due to neglect (i got a notification earlier saying it was specifically because of poor grades) but i take care of him and he is an  A student. im not sure why this is happening and if this is a known glitch how do i fix it.

i played a few weeks ago without mods and the same thing happened so i just quit without saving. when i booted up the game today i was hoping it wouldn't happen but it still is

i just deleted the kids from the household and replaced them from ym library and it didnt fix it, genuinely have no clue what to do
