Do you have a stuffed toy somewhere in the home? You need to have a stuffed animal placed somewhere in the home. But it cant be in the room where the sim is watching tv or playing with a toy box.
I had a tough time completing the toybox event, until I realized that my Sim had a stuffed animal in her inventory. I had her leave the stuffed animal upstairs, and then went back down to the basement to play with the toy box and watch TV for those two goals.
