[Custom venue] Cant add specific sim to role

I got a lot, set up the schedule, got one household to fill role B but I cant select another household for role A. Only the first household appears in the "assign sims to role" list because both roles have the same requirement.

And the sim I want to select for role A is the one Im using to visit & set up the lot.

Please tell me this isnt "by design".
