DuckyDillon What do you mean you've "worked with Mod Admins" and how can you be sure it is not a Mod issue?
What we have tried:
- remove/update mods
- remove mods and try without
- downloaded a Milestone Fix mod to see if it fixed it (it did not)
- made a new Sims 4 Save file and exported the old Save File into the new one (nothing)
- repaired the game through EA
Have you tried a completely new clean Sims 4 folder by renaming the current one? Loading the game, quitting, then copying your existing save over to the new saves folder that the game creates? This tests your save in a completely clean, vanilla environment but of course if your saves depend on Mods to load then that won't work and your save is most likely lost forever.

I didn't ask if you removed Mods as you clearly stated this in your list (point 1). I have explained that if you remove Mods that a save file is dependant on to load then that save will not load. This is not one and the same thing.

Yes I did read your post and nowhere did you say you tried a completely clean Sims 4 folder and subsequently test an existing save, which is why I asked. Your second to last point:
- made a new Sims 4 Save file and exported the old Save File into the new one (nothing)
simply states you made a new save, which can be done in the existing Sims 4 folder, and somehow exported the old save into the new one, which doesn't really make sense.
Anyway, good luck getting your save to load.
