Error "the game failed to load"

The last time I played TS4 I was having a problem with a toddler not aging up. I tried multiple times and reset the toddler but nothing was working so I closed out the game and re opened it. After I reopened the save file and select that household with the toddler in it, I get an error message “The game failed to load. Error code: 102:55c54fb3:6be98efc. It is recommended that you relaunch the game.” 
So far I have:

-removed my entire mods folder to the desktop

-deleted localthumbcache.package

-repaired the game

-loaded from a previous save

and nothing has worked. It is definitely the household because when I try and select any other household the game loads as normal. 
Does anyone have any suggestions?
