Esc key and ... don't open menu

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.109.207.1020 DX9
What expansions, game packs, and stuff packs do you have installed? I have every pack
Steps: How can we find the bug ourselves? It seems to only happen in build mode via manage worlds, but I also haven't tried to play in live mode in a few weeks.
What happens when the bug occurs? Hitting the ESC key doesn't open the pause menu and neither does clicking on the three circles meant to manually open it, making the game unsavable, and making me force quit with task manager.
What do you expect to see? When I click the ESC key or the three dots, the pause menu should come up (screen where you save, save as, exit to main menu, exit to desktop, etc)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

This bug essentially makes my game unplayable. I only play with MCCC and UI Cheats, but I updated them yesterday and removed them today, neither of which made a difference. I've also repaired my game via the EA app multiple times, and restarted my computer, and ran CC cleaner, and emptied my trash bins, etc etc etc. NOTHING is working, and I can't play if I can't save my game ☹️

    Try the following

    • Close the game
    • Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
    • Repair the game
    • Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry. 
    • Start a new save game
    • Check if you still have the error
    • Report back with your results for further steps on how to get your stuff back.
