Great you narrowed it down to the save. Unfortunately if a save has corrupted the only option would be to roll back to a backup version. The backup saves in the saves folder end in .ver. Or if you have your own backups you could try to restore a save back to before this happened.
Sadly the only recovering saves I can get are the ones of two days ago that the game allows me to load because, for some reason, the whole save seems saved only on a few latest files. For example, even if I have the savings going a long while back, if I remove the files of the last 2-3 days it's like the saving doesn't exist.
So, I fear the only option I have to avoid ditching the whole save is move everyone out of that apartment complex and ignore it. It is particularly annoying since it's 4 whole apartments that are now inaccessible and not a single lot, but I guess that will have to do.
Maybe with one of the next update it will fix itself, probably not.

Update: the problem did not only stick to the Culpepper apartment building, but it seems to happen when I'm trying to enter the house nearby (the only single house in San Myshuno), but I've never touched it until now so I don't know how long it has been happening for that house, and the karaoke bar as well.
The other apartment building of the block is however fine, but I noticed that on the block the items of the festivals are overlapping because they're not disappearing... might that be the problem? I'll take any possible help since this took away 5 livable lots and a public location for no apparent reason and it's definitely annoying.
