Gardening Interactions NOT Working

When trying to graft a splice from one plant onto another plant in the game, the sim does not complete the interaction but resets to a default/still pose and the interaction remains incomplete. This happens both with and without mods installed. I tried using Better Exceptions to figure out the exact problem and received this message: Exception in Sim Timeline: Exception running Element (AttributeError: 'NoneType' object has no attribute 'splicing_recipies') 

Does anyone know what is going on here and how I can fix it?
