My sims have really high romantic and frienship level, they are on a date and I want him to give his girlfriend a gift of a dragon sculpture he made for her, but the interaction is not showing up under affection like it should do.
I have base game only, no mods at all and my game is up to date

I can't duplicate the problem. Romance/Affection is the right submenu in my game and the dragon sculpture is normally giftable. It certainly looks like the relationship should be high enough. I can't think of anything else to check. Give Romantic Gift doesn't have a cooldown and I don't think it's tied to a skill, unless it's Charisma.
I would check the other social menus, to see if you can give her the dragon as a friendly (affection), funny (silly behavior), or even mean (malicious) gift. (I wouldn't actually do that last one during a date.) If not, just go on with other actions while you wait for the date to end or end it early.
I still can't gift it as you can see in these pictures. She has even since moved in and I still can't gift it to her.
Yeah, it's probably something special about one or the other of those two Sims. I would just ignore it unless you have a lot of other Sims affected.
I made the other sim specifically for him haha should be fine. ugh so annoying.
