What is the difference between "Give Romantic Gift" and "Present Romantic Gift"? They both seem to be the same, so why are there two options?

(Lovestruck - 'Present Romantic Gift') - 'Give Romantic Gift' requires a flirty mood and higher relationship. Also, the recipient may reject the gift if they don't like it.
'Present Romantic Gift' should be successful even for bad relationships, etc.
