Glitch when paying bills

I moved my family into a different lot and once they moved i got a notifications that i needed to pay the bills so i did, but every time i would press bills my sims would do the action but the bills continued to but unpaid. In fact, the bubble to pay bills says +13$ rather than a deduction amount. Their powerless and their water has been turned off and any cheats relating to bills I have tried have not worked.
