As of the moment we have halfwalls that you can build with like a fence. But I have found on many occasions that It would be useful to have a halfwall that goes from the ceiling and down. I don't know if it is possible to make or if there are other requests for this. But it would be really nice if it could be implemented into the game
You can use the Almost Tall Half Wall (2.75). That is almost the same height of a normal, mid-size wall. It leaves a bit of a gap at the top. Is that what you're looking for?
No, it is not possible to make them but I'm intrigued to know where you would find it beneficial to have your sims needing to bend down to pass.

We do have spandrels...if you only want relatively short "walls" from the ceiling down.
Spandrels have swatches rather than being painted, and unfortunately I don’t think our Sims can duck? Currently if you make an indoor platform too high only kids can go on it, not teen & up. Would be an interesting thing to add, I suppose, though I’m not sure how often I would use it.
