Hi;
Sadly that is by design; there's only a few bits and pieces that will transfer across different wardrobes (Such as hairstyle when provided on Casual wear) and genetic features such as eye color. For outfits you will have to assign them once per sim, and then hopefully unless you have to overhaul the Sim's outfit yet again, you won't have to do it again.
In CAS, you also have the opportunity to make multiple of one "outfit" as well, such as more than one Casual and more than one Party. You'll see an arrow above the wardrobe choice that you can click, which will give you a numeric value and a + symbol; this will allow you to make multiple wardrobes of one type for that sim. (I like to use this for example when I have a Sim taking a Face or Heel turn, one outfit where they look more evil and rulebreaking, the other where they look more fun-loving and good-natured.) In that feature, you can "duplicate" your outfit, so at least then if you're making two Casual outfits, you won't have to find the accessory again.
Sorry it may not be the answer you're looking for, but it's the closest I can get you to a feature to what you're looking for.

I really wish that EA / Origin / whoever would make carry over available.
If my Sim needs glasses, they're going to need them regardless of the weather.

Now EA lets you put it on all the outfits but it copies over your current so you can't do it seperately like tabs 2-5
