@NazarAzhar You can enable Testing Cheats (directions in spoiler tag), then, while in live mode with your played Sim, shift-click on the other Sim/NPC on your screen. You will see a pie-selection popup. Choose the following options: Pack Cheats > Expansion Packs > EP06-Get Famous > Public Image > Increase Celebrity Level. I did this to another sim and the first time it gave him a 'newcomer' status, 2nd time 'rising star', 3rd time 'B-Lister', 4th time 'Proper Celebrity', and 5th time 'Global Superstar.

• With your lot open, press Shift+Control+C to open the cheat console box (upper left of your screen). Enter the following in the cheat code box…

I also know that way,
but what if I do that with my 221 NPC sims? it will be a hassle for me because there are so many clicks.
Let me know if there's a mod that makes this easier or any other way. - @NazarAzhar Use MC to increase celebrity level achieved with each interaction. Set it to max level. Your sims basically just have to sing a song to be 5 star. Drop a few Karaoke machines down. Couple of mics and pianos. Theres no 1 click to 5 star that I know of, so this would be the quickest way I can think of.

I know I'm coming in a few months too late, but I have to ask: what's the point of giving so many people celebrity levels? You're only going to be playing a few of them, and the main point to an NPC having celebrity levels is to annoy the crap out of the player with celebrity autonomy and provide a "challenge" for you to interact with them until you're their level or higher. If it's merely for storytelling purposes, c'mon, the Landgraabs and Goths are so famous they don't *need* celebrity stars to let the world know. If it's for uploading to the gallery, remember that quality beats quantity. I honestly can't fathom a reason to make that many people Get Famous celebrities.
As for the ones who really need/deserve to have the levels, that reply above me has the right of it. Invite them to a club, set the club activity to something that generates fame, call a meeting, and use MCCC fame-per-interaction. Once they get where you want them, kick 'em out, invite a new batch. There's a couple mods out there that add more club activities including stuff from Get Famous and City Living so singing Karaoke and practicing Acting in the mirror and giving street performances can all be on the menu. Another MCCC setting allows you to take the club cap off once you've earned the second membership upgrade: instead of 8, it's whatever-you-set, so after a few rounds of this while putting all the earned points into membership expansion, you could theoretically get the remaining hundred or so in all at once. I say theoretically because even if you take the soft cap off, there's still a hard cap, set by your PC and getting too many sims onscreen at once will melt the cheese off your Intel Dorito. But, judging by the image you attached, you already know that.

Thanks for your input on the celebrity levels in my game. I understand your point about the potential for overwhelming celebrity autonomy and the challenge it presents. However, I have a couple of reasons for creating so many celebrity NPCs.
First, many of these celebrities are real-world figures, and I wanted to accurately reflect their status within the game. By giving them high celebrity levels, I'm trying to create a more immersive and authentic experience.
Second, I wanted to make it more difficult for other NPCs to form relationships with these celebrities. In real life, celebrities often have busy schedules and limited social circles. By giving them high celebrity levels, I'm hoping to simulate that aspect of their lives in-game.
I appreciate your suggestions for increasing fame levels using clubs and MCCC. I'll definitely consider those options for future gameplay.
