[HSY] Can't talk to teacher about curriculum

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.103.315.1020
What expansions, game packs, and stuff packs do you have installed? All expansions, game packs and stuff packs
Steps: How can we find the bug ourselves? Have a teen join for high school class and do the pre-class quest on the first day of school
What happens when the bug occurs? There is no High School topic on the conversation pie menu of the Class 1 teacher, which would contain the Talk to Teacher about Curriculum topic.(have not checked Class 2 teacher, but assume it's the same.) This prevents you from completing the pre-class quest on the first day of high school
What do you expect to see? A High School topic in the teachers' pie menu, giving access to the Talk about Curriculum topic
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Not sure when this glitch started, but it's definitely present in the current, post For Rent build.
