Yes, I've noticed that too. Its a bit odd to say the least, but that's Sims for us. If you have solar panels and windmills ALTHOUGH that WILL happen your power won't go off. Hoping that helps.

It's extra annoying when you don't have neighbours to repeal NAPs.
Some NAPs set automatically in my game and my Sim lives in Cordelia's Secret Cottage which I made into a little farm, with only 1 neighbour. He's tried to repeal the NAP by getting signatures in the local pub as he's super popular but it said you can only repeal them in their own neighbourhood.
It's going to mean moving a family there temporarily to repeal one annoying NAP.
I finished with that Sim anyway and moved on. It was problematic as he is a farmer who runs a garden centre with every plant in the game for sale and all vegetarian preserves hand made plus he baked for the village competitions. I had him make everything from scratch to sell or use and only from his own produce. He had chickens producing special eggs.
I ended up building him a state of the art trailer on his garden centre lot in Oasis Springs. So he stayed there on power conservation day to stop losing his produce in the fridge. It's a bit of a daft one anyway as food waste is a big part of conservation so throwing out a fridge full is counter productive.
