I'm just curious if I unlock one career outfit with one sim, can all my other sims wear the same career outfit? (Like if I unlock the Detective outfit in police career, can all my sims wear the Detective outfit)?
I will rather not use a mod or console to get the outfit, so I am just curious whether this is possible.

When you unlock a career outfit, it unlocks for the household that the Sim who got promoted belongs to.
To use NPCs as an example:
If the Landgraabs unlock the Secret Agent outfits for Villain, everyone in the Landgraab household will be able to access it in CAS. That said, it does not unlock for other households such as the Goth or Pancakes households.

Unlocks are per household.
If you are looking to unlock outfits for specific households there is a workaround using cheats. Let's say I wanted to make A household where the father wears the detective outfit, the mother wears the artist outfit the grandmother wears the astronaut outfit etc.
i would first create a different household of 2 random sims. Nothing about them matters, name them A&B. Place them in the world, then I would use the career progress cheats (can be found here: https://www.carls-sims-4-guide.com/cheats.php ) to get them to the top of EVERY career. Sim A would be the top branch of each career & Sim B the bottom branch. Save them to your library for future use, they've unlocked every career item/outfit between them.
Next: create the family you actually want to play with, or select a family from the world. Using the manage household button from manage worlds, merge Sim A&B into the desired household. Take them into CAS. Career unlock outfits should be available for your desired sims! Now move Sim A&B out - the unlocks will stay. Do this as many times as you like.
