Interaction menu does not appear

The interaction menu pie does not appear when clicking on any Sims. This happens constantly across all households and all Sims, including in brand-new saves with no mods or CC installed. I can click and interact with objects (beds, fridges, mirrors, etc.) However, clicking the currently controlled Sim or any other Sims does nothing. Clicking the Sim's control panel also does nothing. This makes normal gameplay impossible, as interactions cannot be accessed.

Additional issue that might be related to the same bug: 

When selecting ''Find a Job'', the Career selection window opens with placeholder text such as ''Career Selector Title'' and ''Career Name''. No careers are listed and salary shows as ### ### ###/DAY. After this occurs once, the career window panel no longer opens at all.

I can't say when this bug began, but it's been doing this ever since I started playing The Sims 4 again, which was mid January.
