open command console

type: testingcheats on

shift-click on the table and choose Reset Object

I tried that and it did nothing.

A vendor will probaby show up if you wait long enough.

pepperjax1230If no one shows up to tend that booth, perhaps you could enter the area in build mode,  enable testing cheats, then enable the 'Free Build Cheat':  bb.enablefreebuild  Please make sure you get this message that confirms that 'Free Build Mode' has been enabled.

Next, still in build mode, try to sledgehammer the contents.  Maybe save, leave the game, then re-enter the area snd see if anyone starts using it after a while. If it still has no one manning it to sell things after a bit, you could try repeating the process above and this time also delete the table, then add a new one? Then repeat the process (save, leave the game, re-enter the area in live mode), and see if they eventually begin using that new table. They may not. If they don't, you could repeat the process and add a different item in the area that would be helpful to your game (a fountain, seating, a debug booth or bathroom, etc.)
