Issue with 1st floor since Business & Hobbies

It's not possible to build on 1st floor walls. I can copy-paste existing ones and put. Also destroying with hammer is not possible. Only garb a wall and sell. It's not covered with tiels up, so room is open even to sky even if there is all 4 walls (no breaks). Roof from gorund floor is visible in room on 1st floor, while it shouldn't be there, also over stairs. I can't put any furniture - disapear, no money taken. 

From longer time my sim is not changing clothes inside. It's ok outside.  Slippers changing works fine.

I have no modes at all and never had.
