Language problem

I’ve been having a language problem in the sims 4, I’ve tried downloading the game on both steam and EA app but both have the same issue. I ca. go to settings/properties and it’ll say the game is in English but when I load the game up it is obviously not in English. In the past I haven’t had an issue, I had to uninstall the game due to storage issues and recently downloaded it and it is now presenting this problem, I have tried resetting my pc, changing to another language and then back to English, tried on both steam and EA app download, nothing has worked. Please help. Also I have tried uploading a file but every time it says the file is to big, for photo or video
