A Mountain Lake pack like this would literally be a "breath of fresh air"!
A location like the Swiss Alps mountain lake would be a great setting to learn a new boating skill.
Boating Skill
Kayaking, rowing, canoes would be so much fun! A pack like this could come with a Rowing Machine exercise equipment. Maybe row out to a secluded mountain island deep within the lake to find an elusive bird to document.
Bird-Watching
Really like this idea of yours. Maybe a Sim could perform bird-calls, use binoculars to find them, photograph them, write bird books, unlock craftable/functional bird items on the Woodworking Table: Bird Sculpture, Bird Feeder, and Bird House. To paint or stain woodworking crafts would be a nice new feature. A new trait: "Bird-Brain" and a new moodlet: "Birds of a Feather" when around fellow bird watchers.

this sounds lovely. But if EA make it, I hope that they make it possible for the sims to swim in the lake as well.
Thought about this post when I remembered seeing another post suggestion for a Nordic world by @CoffeeCat11 . A Norwegian Fjord Town would be the perfect backdrop for your idea.
