Yes, it is best to remove all your Mods by moving your Mods folder to a safe space like your Desktop. Then if your game works again you can then add them back in chunks to see which ones cause the problem . That way , by moving your Mods folder out of your game, you can easily see if it is even a Mods conflict to begin with, as it might be an actual bug! (Of course deleting your localthumbcache.package file like you did!) Once you have determined if it is a Mods conflict (if your game works with your mods folder on your desktop) or a possible bug (if the problem still persists), you can then do the appropriate action. (i think in this case it is a problem with the Mods, but just to be sure it is best to test this way).
If you discover that one or more Mods are outdated by this method, you can then add them back in in batches... once you find the batch or batches that cause the problem to show up again, you can sift through the Mods just in the batches that problems occur with. Once you find the culprit (or culprits) you can then search for updated versions of these from wherever you got your mods in the first place. (Be sure to delete the outdated Mods or CC and replace them with the updated versions! Then you can add your Mods folder back to your game!

There is also a compiled list of current Bugs that they are looking into. If you see someone made a Bug Report with your same problem then you can click on the "Me Too" button at the bottom of the first post (so they know how often this is occurring) , and then you can add your reply to the thread and share your observations/experience. 🙂
If you do not see a bug report that fits your problem then you can create one yourself by filling out the form. 😉
But since it looks like your problem is most likely a conflict with outdated Mods/CC, then you need to take care of that . Mods/CC will usually become outdated when there is a patch to the game, like we had recently. (Game patches/updates usually occur any time right before a new pack is released, but can occur at other times as well. )
It is the Modders/CC Creators responsibility to update their creations when the game gets patched, but it is your responsibility to maintain you Mods/CC so they don't interfere with your game. 🤨
If maintaining that many Mods or CC items is too difficult, then consider getting rid of some of them that you don't use that often.😉 The less you have, the easier they are to maintain.😄 (I'm too lazy to keep up with them anymore, so I don't use them! But I did use them in The Sims 2 and the Sims 3! But I hate doing upkeep, and they were causing too many problems so I quit. 😅 That said, there are a lot of people who have as many Mods/CC items as you do, and they are able to keep up with them just fine. You just need to find out what works for you! 😀
