My master vampire suddenly can no longer turn Sims

My master vampire has been turning Sims no problem until 2 days ago. Now he starts to turn them but the action doesn’t complete. I have tried multiple times on multiple lots to no avail. 
I play on a gaming laptop with nothing on it but Sims 4. I do not use mods. I have repaired my game 2x
