I just noticed this today (March 11th 2020) and it was odd since the sim I was playing went from a Windenburg bar where romance worked and traveled to the Casbah Gallery in San Myshuno where romance stopped. They invited another sim to the Stargazer Lounge and it didn't work there either. I came here and saw your post and also saw the suggested fix. I had mods enabled so I removed them and I deleted the local thumbnailcache too. This did not fix it. I went to several venues in town, still had "error". SO just for the heck of it I traveled to the nightclub in Willow Springs...Romance worked there. I continued through all the other worlds with the same success with romance. I eventually ended up back at the Stargazer Lounge AND it worked. Very Puzzling and unsure as to what fixed it.
@ElderJymm That is quite interesting that even after removing mods and deleting the thumbnailcache that this still was not fixed.
So far I have yet to see this scenario but do not doubt you are seeing it happen.
Have you tried testing on a clean vanilla folder to see if it still happens?
The simplest way is to do the following steps:
Rename your The Sims4 folder in Documents\ElectronicArts to The Sims4_Backup to preserve your current save(s), tray items and screenshots.
Start the game without adding anything back. If you no longer have the issue there may be something wrong in your current game folder .
The next part of the test is to only put back a copy of your saves folder.
I stress using a copy to preserve your game progress.
Hopefully the issue will be solved at that point. You can then put back mods/cc using the 50/50 method to find the culprit.
