You don't need to do anything with your mods!
It's a simple reaction that can happen if your sims perform PDA around a sim with the Unflirty trait (from the City Living Game Pack I think), they will get approached, reprimanded, and won't be able to do anything romantic, even in their own home, for 2 hours (in-game) because of the shamed moodlet they get!
@violentthinmints My sims experienced it at the Romance festival where the 'Love Guru' was unflirty and reprimanded them. 🙂
