My sims cant interact with themselves or other sims

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? Up to date
What expansions, game packs, and stuff packs do you have installed? All Expansion packs, half of the Game packs and no Stuff packs.
Steps: How can we find the bug ourselves? Click on your sim or try to have your sim interact with another sim
What happens when the bug occurs? When I try to click on my sim or other sims, it makes the click noise but the social menu never pops up.
What do you expect to see? I expect the social menu to appear
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I played my game this morning around 9 and it worked fine. I exited the game for 2 hours and when I came back I was unable to click on my sim or have my sim interact with any other sims. They can interact with all objects completely fine. I have mods installed but this issue occurs without them enabled, I also have tried making a new save file with the same sims and I get the same thing. What is causing this?
