New build reverts back to default lot

I started building a house in Oasis Springs on a default house lot. It show in the world view but when I try to return to build mode it reverts back to the default house that was there before. I've tried disabling my mods, creating a new save file, nothing is working. If I make a sim visit the lot it's the default house. If I move a sim into the empty build they can purchase it at the true price, then when they load into the house it's the default house again.
