New clubs won't autogenerate themselves

I know that when there are no longer sims in a club that that club will just delete itself however I have the issue of the supposed hidden clubs not autogenerating themselves in when a club does reach its end. Frustrating because it means over time, I just don't really have clubs unless I manually think of all of them. The only clubs I've ever seen were the ones from the start of Get Together and my own, but would love if the hidden ones just generated themselves. 

I've repaired the game but I think the same issue persists.
