July 1st update has corrupted a save and I can’t drag anything into the trash anymore.
I tried to adopt a dog but the event was stuck. It said the adoption was in progress but there was nothing happening. I have all packs. No mods and no cc.

With the issue with not being able to adopt the dog, try going to manage world then back again to your household, and see if the issue remains.
If the issue continues, try deleting the cache files and repairing the game.

I found a new problem, whenever I try to place an object in build mode, the game doesn't respond or takes a longtime to respond.
HelloCartoonTrain94 If you use mods/cc,try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there.
I don't use mods.
Try resetting your sims 4 folder, and testing in a new save game without putting back any of your data in the sims 4 folder and see if the issue remains in the new save game
