No longer able to buy

I previously had the issue where I couldn't buy from vendors  only sell items or haggle. I repaired the game via EA app and everything was doing fine. However, last night I started up my game and it's doing it again. I went back into EA app and repaired again, but it didn't fix it this time. I play on desktop pc and I play vanilla. No cc, no mods. Just the things EA/Maxis puts out.
What am I doing wrong? Please any help is greatly appreciated.
