No Mods/CC Books will not publish

I only have Seasons, Pets, Cottage Living, Romantic Garden, My 1st Pet Stuff, and Blooming rooms. I have no CC or mods. I used to be able to publish books in my save with my writer sim however it seems to have bugged out and I can no longer publish books from the mailbox. All the questions I saw answered about this were from people with many more packs than I have and cc downloaded. I tried resetting the mailbox, buying a new one, restarting my game, uninstalling and reinstalling, etc. etc. still nothing works. Apparently this issue was "patched" years ago, so why am I still having this issue?
