not being able to pay household bills

My sims need to pay bills and it won't follow through.  I tried cheats.  I tried paying through the phone, computer and mailboxes.  Also tried moving a sim in and having them pay for it.  It does the interactions, but does not take the money.  Not sure what else to do.  Thank you
