I don't understand your problem. I also have MCC and all NPC families have children, children grow up, families move, cities are full of sims.
It all depends on how you set the options in the MCC/ Population section. This should be set on the sim's computer in the game.
You just have to remember that it will not happen in three sims days. After the two Sims year, you will have a lot of Sims and no empty houses.
Without MCC, this isn't possible

My problem is the npc babies are not growing up. I have it set for auto aging for npc, and on the mccc settings I have had babies life span the auto which is 2 or 3 days, and also changed it to only 1 day and the babies don't grow.I now have 2 babies in one house born 2 different times and neither one is growing up they're staying a baby.

Never changed it and didn't check it. I'm not especially interested in babies. I accepted it as normal, that it takes for NPC about 5 days - maybe longer. Certainly not three in my game. It is worth the check. Maybe this information should be passed to Dreadpole. Do you have Seasons? Have you changed the length of the month?- 7 years agoyes i have seasons and i did change it to the longest length, although almost a full season has passed in my game since the first batch of babies were born. i will find out how to pass it along, didnt think of that. my main thing is i want kids so they can grow up and have more kids, if that makes sense. i dont want to keep having to move in new people once they die. i would kinda like the game to do it itself, which is what i took mccc to be, but i could be wrong, like i said im new to sims so im not sure
