Overuse of water
Hi there, my sim keeps getting fined for overuse of water. I checked the naps and this wasn’t one of the voted, I went to game options and turned off the eco voting but still got the overuse charges....

Sounds like your sim got tagged with the NAP at some point - maybe she was in a neighborhood that did have it, then moved? I think she needs to be in a neighborhood where it’s repealed to remove the tag (or possibly it can be removed with a mod, if someone else wants to chip in with a mod).
Try adding the NAP to her neighborhood, then repealing it.
