Cleaning all mods out doesn`t help. Kit`s just not appearing as available for play. But they are marked as owned in the collection interface.
Repairing files was performed on a clean game without mods or saves; 57 files needed repair. Somehow, the delivery through Steam failed (the packs were uploaded after the claim as usual).
The second one helped. Kits work after adding saves and mods.

We're trying to file a bug for this issue and need to know how exactly you ran into / resolved this issue.

Thanks for your attention.
As far as I can tell, the last update corrupted the files somehow.
As a result, I wasn`t able to manage packs in the new menu, but didn`t notice any other issues (only a couple of crashes, but it happens with mods). The problem was happening regardless do I have active mods or not, I did verify this.
The option to repair game files through Steam game options helped.
57 files needed repair. After this, everything works fine.
