It's broken. I created a report about the Neighborhood Stories a few months ago: [OPEN] Romantic and Friendship Changes in Neighborhood Stories have no effect | EA Forums - 11718451
I'm pretty sure there is also a thread about the phone calls, but it's basically the same issue.
The calls and stories should work on played Sims though (at least it did a few times for me). The game treats played and unplayed Sims differently and relationships of unplayed Sims will always be removed, which makes no sense with this feature unfortunately.
