Pop-ups destroying relationships

Within two hours during the school day I got five pop-ups asking my sim to be best friends. There is NO neutral option and clicking "NO WAY!" will decrease relationship immensely, this really sucks and is super annoying! 

I started off my two teens in a tiny home, to get some of the boosts. One sim came and asked THREE times in a row to be best friends. The picture show their current relationship after that question. I did absolutely no other interaction with this sim. 

Is it only me?
