I don't think that's the case. I can access those files even when I play the game offline. That being said, if you lost access to your actual account, then yes you would lose access to those files. If you're looking for a way to save and backup the files without being tied to your account, then you would have to save and backup your Sims tray folder like the previous commenter mentioned. Even having a "private gallery" wouldn't resolve that because if you had to create and use a new account, you wouldn't have access to that private gallery anymore anyway.
i would not like a private gallery in case i lose access to my account, i want to save/upload it for myself, that i can access even if i change computers, even if my computer breaks down or even if the game is uninstalled
if i have a private gallery inside the game, every time i install the game and link to my account everything i created would be there

Well a private gallery as you mean (and if i understand correctly) is a gallery, like the public we already have, but private, well, do you know something like this have a cost for EA right? Because they need servers for realize it, and obviusly they don't only buy (or rent) servers, but they pay even for the maintenance, and, if there's a lot of way (all of this 100% legit) to backup your files, in a safe way (because even if you change your pc or unistall the game, using a memory device or an online storage, your file are in your possession, you don't lost everything) why EA should spent extra money, for something player can do by itself? Because having a private gallery linked to your profile, means that it has access to server where your data (your creations) are saved, and it's an extra cost for EA, and like all the company in the world, they don't spend money for something, the 99,99% of people can do by itself, if theres no possibility for player to save their own creation, your request is 100% right, but the way to save our file exist, so, i'm sorry, but i bet my 2 cents, EA never made private gallery, because for them, are just only a waste of money.

i agree with you, but that wouldn't have a big cost (it's not TOO much compared to what they already pay), because EA only needs to put the possibility (a button/option) to select if the user want to save they creation as a public or private, they (EA) would use the servers they already have, like in "Simpson Tapped Out" game, they already save each player city and etc (they save all cities on their server, linked to each EA user account), why don't do that in "The Sims 4" too (save only the sims or home like they already do, but with an button/option between public or private)
