Purchased DLC will not show up in game

So I have every EP, GP, SP, and Kit (besides Businesses & Hobbies), and when I logged in to play sims today, I couldn't play any of my saves because I was missing every pack. In my EA app, It shows that I own everything, and on steam, all of my DLC shows up and are downloaded/installed. What can I do? I've paid so much money just to not have access to anything. (I have repaired my game files, removed all mods, and the problem still continues - only when the game is actually running)
