@joemike188 Is this a sim you created, or one from the Gallery? If the Gallery, did you find them through Cupid's Corner?
If this is a sim you created, does it happen to other sims as well?

The sims is born from another sims those I created. And then move into another house as her own family. Then another sims that I married to didn't happen this situation.
@joemike188 As a test, please save this sim to your library and place her in a new save. See whether you can change her outfits there.
If that works, try replacing her in your main save with her Library copy. You can take her into CAS to do it.
I tried but still the same. Seems like this sims is crashed.
It looks to me like this Sim might be a mermaid and these are the outfits for her mermaid form.
